Cheney Public Schools Selects Firm for New Craig Road Elementary School Progressive Design-Build

Cheney Public Schools has selected Garco Construction/Integrus Architecture to lead the progressive design-build project for the new Craig Road Elementary School. Following an extensive selection and award process that spanned over two months, the Garco Construction/Integrus Architecture progressive design-build team was announced as the highest scored finalist.

The scoring and selection process began on Jan. 14 with a non-mandatory pre-proposal meeting, hosted by Turner & Townsend Heery. Dozens of qualified professionals attended, and six statements of qualifications were submitted in response to the request for qualifications issued to the public early January.

The selection committee–which includes voting members Superintendent Ben Ferney, Finance Director Jamie Reed, Maintenance & Operations Director Rich Brown, Nutrition Services Director LJ Klinkenberg along with non-voting members Jonathan Miller (Program Manager, Turner & Townsend Heery), David Beaudine (Vice President, Turner & Townsend Heery), and Lisa Lundy (Project Manager, Turner & Townsend Heery)—shortlisted three teams to the advance to the next phase of the selection process.

Interactive Proprietary Meetings took place on Feb. 19th, and finalists were scored based on their ability to solicit relevant information for the project, ability to collaborate with the Selection Committee, and their proposed approaches to meet the needs of the District on the Craig Road Elementary project. 

Garco Construction/Integrus Architecture emerged as the highest scoring finalist and was announced as the selected progressive design-build team on March 18.

Ed specs will begin Monday, March 24, with design work beginning in April. Construction is scheduled to begin in March 2026.

Cheney Public Schools Earns Strong Financial Ratings from Moody's

Moody’s Ratings (Moody’s) affirmed Cheney Public Schools Aa3 rating for its 2025 Unlimited Tax General Obligation Bonds, citing strong financial management and projected growth in the district.

Moody’s ratings rationale reflects continued enrollment growth along with Cheney Public Schools’ location within the growing regional economy, including unprecedented growth in the community of Airway Heights. The rating further takes into account the district’s stable financial position, conservative budgeting, and a voter approved EP&O and Capital Projects levies. The district’s financial health is further supported by the Washington State School Bond Guarantee Program, rated Aaa by Moody’s, which provides additional security for voter-approved bonds.

These strong ratings will allow Cheney Public Schools to secure lower interest rates when issuing bonds for an estimated $33 million for school improvements, ultimately saving taxpayers money.

Superintendent Ben Ferney emphasized the importance of this recognition, stating, “We are proud that Moody’s has reaffirmed our strong financial standing. These ratings reflect the trust our community has placed in us to manage resources wisely and continue providing quality education for our students.”

STACY DELCOUR SELECTED AS CAREER & TECHNICAL EDUCATION / SECONDARY SUCCESS ADMINISTRATOR WITH CHENEY PUBLIC SCHOOLS

After an extensive interview process, Cheney Public Schools is pleased to announce Stacy Delcour as the Career and Technical Education/Secondary Success Administrator, pending Board approval. The interview process included representatives from several stakeholder groups—district administration, staff, and students—who interacted and engaged with each candidate throughout the process.

Secondary staff and district leadership collaborated to lead each candidate through the comprehensive interview process, and Cheney High School students were included as they engaged with each candidate on a tour of campus. Following this process, Delcour was selected as the best fit for the position.

“After dedicating eight incredible years to the students and staff of Cheney High School, Stacy’s daily presence will be deeply missed,” said Cheney High School Principal Brett Hale. “She has built meaningful relationships and has been an invaluable support to me personally. However, we aren’t saying goodbye—rather, we’re celebrating a new chapter. Stacy will continue to collaborate with us, using this role to elevate our CTE programs, support alternative learning options, and create learning opportunities for our students that never existed before. Her passion and dedication will have a lasting impact here at CHS, and will ensure continued growth and success for all Cheney School District students.”

Delcour’s transition to the CTE/Secondary Success Administrator position continues her work with Cheney Public Schools, as she has been an assistant principal at Cheney High School since 2017. Delcour has nearly 30 years of experience in education, with nearly 14 years in an administrative or leadership position. As part of her position as an assistant principal at CHS, Delcour is the lead administrator in charge of CTE, along with several other departments, for evaluation and PLC guidance. She has also led building and district PLC teams in the areas of curriculum, instructional strategy, and assessment, as well as data gathering and analysis. Her experience in CTE leadership began as the Dean of Students and Activities Director at West Valley High School in 2011, where she assisted the CTE director in transitioning the PE department to the adoption of CTE frameworks for Health. Delcour holds a bachelor’s degree from Washington State University with a Masters in Education, Educational Administration, also from WSU.

“I am beyond excited for the role as CTE and Secondary Success Administrator,” Delcour said. “This is my dream position--all of the things that I love to do in one job that serves our secondary students. I cannot wait to get started.”

Maurice Thomas Selected as Assistant Principal at Westwood Middle School

After an extensive interview process, Cheney Public Schools is pleased to announce that Maurice Thomas has been selected as the next assistant principal of Westwood Middle School, pending Board approval. The interview process included representatives from several stakeholder groups—district administration, staff, and students—who interacted and engaged with each candidate throughout the process.

Westwood Middle School staff and district leadership collaborated to lead each candidate through the comprehensive interview process, and Westwood students were included as they engaged with each candidate on a tour of campus. Following this process, Thomas was selected as the best fit to join the administrative staff at Westwood Middle School.

“Maurice brings both experience and enthusiasm for middle school students,” Westwood Principal Alison Tobler said. “We are excited to welcome him as our newest Wolverine.”

Thomas will arrive at Westwood following nearly 13 years of experience in a middle school setting, most recently as the Dean of Students at Centennial Middle School in Spokane Valley, a position he has held since September 2022. Prior to his role as Dean of Students, Thomas spent two years as a self-contained special education teacher—also at Centennial—where he developed and implemented targeted intervention strategies to support students with behavior challenges. Prior to his time at Centennial, Thomas spent seven years at Keller Middle School as a self-contained special education teacher, where he collaborated with staff to provide differentiated instruction. He holds a bachelor’s degree from Eastern Oregon University in Media Arts, with a Master’s in Special Education from the University of Nevada, Las Vegas. Thomas also earned his Administration Endorsement from Touro University Nevada in June 2018.

“I am truly honored and excited to step into the role of Assistant Principal in my own community,” Thomas said. “It is an honor and privilege to serve and support the students, families, and staff who make this school so special. I look forward to joining a team who prioritizes fostering a culture of inclusivity, engagement, and growth, ensuring that every student has the opportunity to thrive.
